Qatar Reiterates the Encouragement to Resolve International Disputes Peacefully

The State of Qatar reiterated that it attaches high priority in its foreign policy to the principle of consolidating international peace and security by promoting the peaceful resolution of international disputes, considering this approach an integral part of its permanent constitution.

The State of Qatar stressed that preventive diplomacy and mediation in dispute resolution had become a hallmark of Qatari diplomacy.

This came in the State of Qatar's statement delivered by HE Permanent Representative of the State of Qatar to the UN Ambassador Sheikha Alya Ahmed bin Saif Al-Thani, at the UN Security Council's Open Debate on "Peace and Security through preventative diplomacy: A Common objective to all UN principal organs," under the agenda item "Maintenance of international peace and security."

HE affirmed that Qatar is one of the actors on the regional and international scale in providing the basic ground for mediation and prevention of conflicts, as well as in making intensive diplomatic efforts and embracing many peace talks to resolve differences and disputes that have resulted in multiple tangible achievements, referring in this context to Qatari mediation efforts in Afghanistan that facilitated the signing of the peace agreement in Afghanistan in February 2020 and which continues under the current circumstances.

She pointed out that Qatar's mediation and preventive diplomacy efforts in conflicts and tensions in many regional files were praised internationally, including by the Security Council, and achieved constructive agreements, such as the Doha Document for Peace in Darfur (DDPD).

HE the Ambassador noted that Qatar's mediation efforts are accompanied by intensive humanitarian and development efforts to strengthen the appropriate ground for establishing and sustaining peace, recognizing the close link between sustainable peace and development, implementing human rights, and the rule of law.

In this context, HE said that the State of Qatar has consistently provided relief support in the Gaza Strip to meet emergency and development needs and develop infrastructure, amounting to $1.5 billion to improve deteriorating living conditions and contribute to creating conditions conducive to peace.

She also referred to the tireless efforts made by the State of Qatar to address the humanitarian and economic difficulties currently facing Afghanistan to complete the Qatari efforts to help put Afghanistan on the path of peace, security, and stability.

HE stressed that preventive diplomatic efforts and early handling of the root causes of conflicts were the most effective and least costly means of achieving sustainable peace and sparing the world the scourge of conflict and its far-reaching effects on affected peoples and countries, adding that one of the most important factors in avoiding conflicts and the root causes leading to them is to uphold the foundations and principles of international law, to abide by the Charter of the United Nations in relations between countries, to abide by friendly relations and not to use force or threat in international relations, and to respect the sovereignty, independence, and unity of countries as well as not to interfere in their internal affairs.

She also underlined the importance of the close interdependence between peace and security with development, human rights, and the rule of law, stressing that it should be a priority to continue to do everything possible to achieve these foundations on which the United Nations was founded and to avoid risk factors such as poverty, injustice, exclusion, inequality, and discrimination at various levels.

HE called for the need for preventive diplomacy efforts to keep pace holistically with the development, diversity, and complexity of the factors leading to conflicts in the world, noting the importance of highlighting the integrated mandates of the main United Nations organs and the need for effective communication and cooperation among them to ensure that the efforts of the international organization encompass various aspects of conflict prevention, as one of the purposes of the UN Charter.

She expressed Qatar's belief that maintaining international peace and security through preventive diplomacy is an issue that lies at the heart of the work of all the major organs of the UN, each according to its mandate, calling for increased attention to this necessary coordination, which is embodied in several examples, such as the Peacebuilding Commission (PBC).

The Permanent Representative stressed the importance of preventive diplomacy remaining an essential element in the efforts of all the main organs of the UN, expressing the State of Qatar's readiness to work as a member state of the international organization to strengthen that principle within the framework of the work of these main organs, as the basic and influential principle to achieve the purposes of the UN to maintain peace and security and to spare the peoples of the world the scourge of conflict.
